Challenge
The owner of one of the largest refineries in the EU was operating an aging Emission Registration System (ERS). The regulator required the ERS to comply with requirements by 2019. Based on conversations with DNV, the customer decided to implement a state-of-the-art ERS according to EN 17255, the latest standard on Data Acquisition and Handling Systems. DNV was involved as key emission registration expert and the DNV scope included a gap analysis of the current system, designing the new system and assisting in its implementation. DNV verified the new system to demonstrate regulatory compliance.
Our approach
- Detailed assessment of existing ERS system, user and regulatory requirements
- Detailed assessment of EN 17255 requirements
- Ensure that regulatory approved monitoring plans are correctly implemented
- Designing new system, including implementing 9 new emission measurement systems
- Verifying the ERS, checking all calculations per emission source (furnace, boiler, stack)
- Close collaboration with customer, spending about 20 days on-site over three months
Results
- Successfully implemented completely new ERS
- Successfully incorporated 9 new emission measurement systems
- Completion of project within budget and before customer and regulator deadline
- DNV verification statement on the required performance of the ERS
